Planners have recommended permission for five wind turbines on the Wiltshire/Oxfordshire border be turned down by just one vote at a council meeting. Adam Twine, who farms in the Vale of White Horse had applied for the planning permission and said the decision was a loss for the environment.
A spokesman for the Vale of White Horse Council told BBC News Online they believed the project could have adversely affected the health and well being of children with autism being taught at a nearby school.
The effect on a local gliding club was also considered to be disadvantageous.
"There was also the visual impact of the scheme on the rural and historical character of this locality," he added.
The vote was passed by eight councillors to seven.
