David Bieber, 38, denies murder and two counts of attempted murder in Leeds on Boxing Day, 2003.
Newcastle Crown Court heard on Thursday the third officer, Pc James Banks, was unhurt when a bullet hit his radio.
'Handgun in face'
Pc Roper told the jury the suspect was sitting in the back of their patrol car after checks on a suspicious BMW revealed it had been stolen.
He said the suspect, who claimed to be Canadian, denied stealing the vehicle.

He was asked to produce some identification and would only look in his left trouser pocket. Pc Roper said: "This pocket was the only pocket I could get him to look in, that's when I started to worry a bit more."
The officer said he went to handcuff the suspect, adding: "I leaned down and I just put my head in the door. 'You are not cuffing me,' that's what I heard.
"Just as I looked, there is a black handgun just coming into my face.
"I shouted 'gun'. The only thing I ever heard was two shots.
"I remember the gun shooting and then feeling pain."
Movie scene
A recovery vehicle driver said the scene was like something from a movie.
Simon Furniss was collecting the black BMW from Dib Lane when he heard gunshots.
He told the court: "The gunman was stood with his legs apart and he was holding the gun with both hands and with his arms forward.
"Then I saw the second shot when the gun was pointing at the officer's head.
"He fired the gun again and the officer stopped moving.
"Pc Broadhurst was holding his hands up, crying for help."
Mr Bieber, of Springwood Road, Leeds, also denies possessing a firearm with intent to endanger life and possessing 200 9mm bullets.
He has pleaded guilty to possessing 298 9mm bullet cartridges without a firearms certificate.
The trial continues.
