Businesses threaten rates boycott
A group of business owners in York city centre say they may refuse to pay their rates if the council fails to rethink its parking policy.

Traders have discussed setting up a bank account into which they would pay their business charges instead.

David Cox who represents traders from Fossgate says the effect of the problem on businesses has got so bad something needs to be done about it.

The council introduced the restrictions in March despite many objections.
