A man shoring up a section of eroding Suffolk coastline with clay and soil has been told by his local council that his actions are "unauthorised tipping." Waveney District Council has ruled that the work at Easton Bavents, near Southwold, needs planning permission.
But resident Peter Boggis disagrees: "I will not stop until they can prove to me I've broken the law", he said.
"They are very wrong in their heading of unauthorised tipping; this is lawful reconstruction of a soft sea defence."
Mr Boggis said he plans to complete a defence nearly half a mile long - he began moving earth nearly two years ago.
He believes finishing the job will cost him �500,000.
Waveney District Council will now have to decide whether to take legal action to enforce the ruling.
