Fatboy Slim has been given a licence for a beach party to be held on New Year's Day. Twenty thousand tickets for the gig were snapped up within five hours of going on sale on 2 November, but formal permission was not initially granted.
Brighton and Hove City Council's licensing committee voted on Thursday to allow the Madeira Drive event - Big Beach Boutique 3 - to go ahead.
Another committee will consider the application on 30 November.
The Policy and Resources Committee has to look at whether the council, as landlord of the site, should agree.
Issues resolved
A beach party held in Brighton by Fatboy Slim, whose real name is Norman Cook, in July 2002 ended in chaos when 250,000 people turned up.
Sussex Police said the event put a "huge strain" on the city, which could not happen again, and a party planned for 2004 was cancelled.
Issues raised by British Transport Police, the NHS and fire service were resolved before Thursday's meeting.
But residents, who have said they were disappointed tickets were sold before permission was granted, fear damage to their property from revellers.
Tickets for New Year's Day were limited to applicants with a Brighton postcode, but have been changing hands on auction site eBay for prices far in excess of their �30 face value.
