Police presence in Surrey is being stepped up around Halloween to reassure the public and deal with disorder and anti-social behaviour. Extra police patrols will be in place in known "hotspots" and a zero tolerance approach used.
Officers have asked local shopkeepers to question youngsters buying eggs and flour, in order to prevent any attacks.
Ch Insp Colin Green said that "unfortunately a small minority insist on spoiling fun".
"We want people to have a good time but we are not prepared to allow this to happen at the expense of others," he added.
