Resurfacing work costing �40,000 is being carried out on a stretch of road where two teenagers died after driving off a cliff. Tom Bromhall and Julian Bowen died when their car plunged over the edge of the private toll road near Weston-super-Mare at night in April.
The work does not include erecting barriers to stop similar accidents.
North Somerset District Council says it is waiting for a report on the road before deciding on safety measures.
Relatives and friends of the two teenagers who died walked along the coastal road with placards and flowers shortly after the accident on 30 April.
Hundreds turned up for the walk, part of a campaign for barriers following the deaths.
The pair had been found dead in the car at the bottom of cliffs below the Kew Stoke toll road near Weston-super-Mare.
Speaking in May, Julian Bowen's sister Louise said: "We want clear answers from the council."
