'Staff warned' before boy's death
A social worker has told an inquest he tried to remove a teenager from a young offenders' institution (YOI) days before he was found hanged there.

Sixteen-year-old Joseph Scholes' death at Stoke Heath YOI has prompted calls for a review of the system for dealing with young offenders.

On Tuesday, the inquest heard from David Bulger who tried to place Joseph in a secure children's home.

Mr Bulger, a youth justice social worker, was told there were no beds.

He said he was concerned over Joseph's potential to harm himself after he was convicted for stealing mobile phones.

Mr Bulger said he had even taken the unusual step of telephoning the Shropshire-based YOI to warn staff.

The inquest, in Shrewsbury, was told while attempts were made to remove Joseph, of Sale, Greater Manchester, he was moved to a normal cell in Stoke Heath.

He was found hanged there in March 2002, nine days after beginning a two-year term.

The inquest continues.
