Nottingham Prison been told it needs to improve suicide prevention and create more activities for inmates. The report by the Chief Inspector of Prisons also said the Victorian wing is "unfit for its purpose". Independent watchdogs have also criticised it.
But the report praised the prison's drug services, healthcare and its efforts to resettle former prisoners.
Nottingham Prison bosses said they were pleased with the report and that the Victorian wing was to be refurbished.
A brand new building is also due to open within the next few months.
Suicide prevention
Prison governor Wendy Sinclair said: "I thought that it (the report) was a ringing endorsement.
"I noticed in nearly all the comments that we were doing better than any other local prisons."
The report, however, said the prison needed to improve suicide prevention.
"I think we are doing everything in our power to try to prevent suicides," said Ms Sinclair.
"But I need to say I don't think it is always preventable.
"The reality is suicide happens both here and in the community."
