Police chiefs have denied that they told an officer who broke records for making arrests to stop collaring so many people. PC Diederik Coetzee, nicknamed Robocop, has made 309 arrests this year on the Ladybrook estate, Mansfield.
But staff at the Sherwood Street Day Centre claimed vulnerable people were staying away from the area because they were frightened of being seized.
Nottinghamshire Police said "wanted" people would still be arrested.
Ak Khan, Mansfield divisional commander said: "We're trying to ensure we continue to do our job which is about arresting offenders but we also want to work in co-operation with the people at the day centre. "Our chief inspector has come to an agreement with them that we will take extra care and there will be consideration but that does not mean we will stop doing our job.
"Pc Coetzee has an exceptional arrest rate - he is good news for the people of Mansfield and he's bad news for the offenders.
"The arrests will continue to take place and people will continue to be brought to justice.
"The people of Mansfield quite rightly expect the police to pursue offenders in a vigorous and robust way.
"There will be no compromise."
Nottinghamshire Police is rated as one of the worst performers among the 43 in England and Wales.
A previous government report branded it "too passive".
