The Ministry of Defence has unveiled plans to transform Catterick Garrison in North Yorkshire with new shops and offices and almost 200 new apartments. It says the scheme would create 700 jobs and "a modern vibrant town centre, which enhances life for military personnel and the wider community".
Richmondshire District Council is due to consider the planning application at a meeting on Thursday.
It said the development was the most significant it had ever considered.
Catterick Garrison is the largest British Army garrison in the world with a population of more than 13,000 civilian and military residents.
It comprises several separate barracks around which a town has formed, dwarfing its older neighbour, Catterick Village.
As well as shops and offices, the proposed development would include a new multi-use community centre and 183 apartments.
The MoD said it aimed to complement shopping facilities available in nearby market towns and encourage people not to go further afield to shop.
