People living in the Leicestershire district of Harborough recycle half of all their waste. But residents living in neighbouring Rutland only manage to recycle half as much - about 23% of their rubbish.
Rutland County Council has said it is planning to start kerbside recycling collections in 2006/2007 in response to local demand.
Any waste currently recycled in the county is taken by householders to paper and bottle banks.
Roger Beggie, leader of Rutland County Council, said: "Most of the recycling is done by the community and they do a brilliant job."
