The two primary care trusts serving Leicester - both now in the red - look set to merge in a bid to save money. Services across the city are catered for by separate east and West PCTs which run GP's surgeries and other community services.
A report suggests on a possible merger would mean cost savings of 15% but job losses have not been ruled out.
The proposals would need the backing of each trust board, the Strategic Health Authority and the Department of Health.
Officials within the NHS stressed that any changes should have minimal disruption to patients.
