Fines of �50 will be levied on anyone who drops litter or cigarette butts in Cheltenham, Gloucestershire. The town's council says it is "taking the step in a bid to improve and protect the cleanliness of the town."
Signs will now be put up to warn people about the new rules, which come into effect from August.
The council has appointed a 'litter officer' who will have the power to issue the fines. It says it is acting on residents' concerns.
Cllr Lloyd Surgenor said: "Residents have been saying that litter is a problem in the town and its one of our priorities to protect and enhance the environment.
"Our new ability to fine people who drop litter acts as a deterrent and we hope that it will improve the cleanliness of the town.
"This will then reduce the amount we need to spend on street cleaning."
