Devon and Cornwall Police Authority has agreed unanimously to increase its part of the council tax by 5.5%. The authority wants to provide an extra 100 police officers and says it will cost up to 13p a week extra for the average household.
It claims more than 90% of households and businesses would pay more to increase the number of police officers.
The authority is concerned about the ability of people to pay extra, especially those on low incomes.
But it believes delivering 100 more officers to reach its target of 3,500 will not be too costly.
