A council has taken back control of licensing bouncers because a proposed national registration scheme has become crippled by delays.

Darlington Council says 74 people have applied to the Security Industry Association (SIA) for the new licences, but only one has been received.

Incorrectly completed application forms and delays with the Criminal Records Bureau check are being blamed.

The council says the new scheme should finally be rolled out in May.

Licensing manager Pam Ross said: "By not being licensed, pubs and clubs run the risk of breaching their public entertainment licence.

"We were assured by the SIA that registrations would be complete by 7 February. It's patently clear that hasn't happened. so what we're doing is going back to our scheme and re-issuing people who have been vetted with licences.

"It's a reassurance to pub and club owners that they are using trained people on their doors."

The council says it has extended its licences until November, but expects the SIA scheme to be in place in three months.
