Prime Minister Gordon Brown has said it would have been wrong for him to intervene in the decision to release the Lockerbie bomber.

Mr Brown said when he met Colonel Gaddafi, he made it clear that the decision relating to Abdelbasset Al-Megrahi was solely that of the Scottish government.

The Prime Minister spoke during a conference in Birmingham.
