Mark Stephens, of law firm Finers Stephens Innocent, has said the director of public prosecutions, Keir Starmer QC, could force police to reopen the investigation into allegations of phone hacking.
Public figures who believe they were victims of hacking by investigators hired by the News of the World are considering suing the paper. Mr Stephens told the BBC he had been contacted by two clients.
