The US-led Nato command in Afghanistan has confirmed new tactics and orders to reduce civilian casualties.
The number of Afghan civilians killed in the conflict so far this year rose 24% compared with the same period last year, the UN says.
More than 1,000 people were killed in the first six months of 2009, according to a UN report.
