| The House Price Trap ![]() Why rising house prices are not always good news House prices just keep on going up and up and up. Good news for home owners, but very bad news indeed for those still trying to get on to the ladder. In the last year the average price of a house in England and Wales has increased by 8.5% overall - and as much as 18% percent in some counties. And more and more people earning a reasonable salary are finding they can't afford to live where they work - they're caught in the Affordability Trap. Bitterness Local government officer Jamie Staples and his wife Lindsey couldn't afford to buy a flat in London where they've lived for the past five years. So they decided to move to South Hams in Devon, where Lindsey comes from, in the hopes of finding a house in their price range. Unfortunately prices in that particular area have gone up by as much as 47% in the past year. Mark Hayman has lived in Kingsbridge in the South Hams area all his life, and is looking to buy a house with his fianc�e. He wants to stay near his family and feels very bitter towards the second-home owners who own 11.7% of all properties in the South Hams. Planning It's this demand for second homes which is helping to push prices through the roof. Mark's father works in Salcombe where 44% of all homes are owned by 'blow-ins', as they are known. We follow the planners in the South Hams local authority as they unveil a radical local plan to build new developments of affordable housing to cope with the problem. The plan stipulates that of all new houses built in the area in the next 10 years, 66% will be affordable housing and social housing, one of the highest percentages in the country. Developers and landowners protest and the local parish council takes up arms. The Money Programme talks to the winners and losers in the house price goldrush and looks at why price rises are not always good news.
