As the government is criticised in a report by MPs for giving 161,000 asylum seekers leave to remain in the UK, the former home secretary Alan Johnson insists it is not an amnesty and says problems over the control of immigration can be traced back to the 1980s.

He says it has been an issue for successive governments including the last Labour government where it was taking three years to process an asylum application and there was a backlog of 450,000 cases.
