Education Secretary Michael Gove says he disagrees with the Barclays boss Bob Diamond that the "time for remorse" from banks was over.
Legislation and castigation was needed to deal with the banks but Mr Gove claimed that the last Labour government had tied the hands of the coalition in dealing with bankers' bonuses.
