Vote to cut housing qualification

The qualification period could be cut to 10 years by 2010
A proposal to lower the qualification period from 13 years to 12 years for buying property in Jersey has been passed unanimously in the States.

Housing Minister Terry Le Main said it should be reduced even more to 10 years as soon as possible.

Speaking in the States, the minister said the housing qualifications law was hurting some Jersey-born children.

Mr Le Main said changing the current law would not have an adverse effect on local residents.

The qualification system was introduced in 1980 to discourage people from settling on the island, but it has led to claims of a two-tier housing system.

Currently people who do not have residential status can only rent in the non-qualified sector.

The qualification period has been gradually reduced from 15 years since 2005 and the States wants this cut to 10 years by 2010.
