A census to review Jersey's population should be carried out before a new migration policy is approved, according to the Jersey Rights Association. The States wants to delay the next census until 2011, saying it will save more than �500,000.
It claims it can already estimate the size of the current population.
But the association believes it is important to hold the census regularly so islanders can see how the population has changed.
Transparency
The Policy and Resources Committee says if it is to continue developing its other programmes on social and economic research, it cannot run a census as well.

Stevie Ocean, the chairman of the Jersey Rights Association, says a census is necessary and important.
He said: "It is to do with human rights. People should know things and there should be transparent and honest government.
"The only way you're going to get that is for the people to know exactly where they are and where they stand."
