Review describes 'inefficiency'
The president of Jersey's Policy and Resources Committee has denied States departments are inefficient.

It follows the annual review on the performance of several of organisations serving the island by accountants KPMG.

It said the prison service is inefficient, public sector staff sick rates were too high and there is a lack information from some departments.

But it points out there are better results in other areas. In particular, ambulance call response times are down.

Island's 'uniqueness'

The report also points out more women have been employed within Policy and Resources and public sector salaries are still about a third higher than in the UK.

However, the report highlights what it sees the lack of information available from departments that the data could be compared with.

Committees such as Privileges and Procedures, Environment, Home Affairs and the Probation Service were criticised for not providing enough information.

It stated this could be explained by the uniqueness of the island, for example the roles played by the Judicial Greffe and Viscounts departments.

But it said the departments concerned needed to make their information available for more accurate reports.

Data protection in the island was highlighted as one area that continued to do well in all areas.

'No complacency'

Standards of bathing and drinking water have improved, but the costs of street lighting, and park and garden maintenance, need to be reduced, said the report.

Concern was also raised about the number of people involved in road accidents in the island.

Senator Frank Walker warned departments should not get complacent, despite the positive points in the report.

He said: "Compared against Guernsey, the Isle of Man and particularly the UK, not only are we most definitely not overstaffed per head of population, but we're also delivering a high level of service.

"There are still a number of areas to that need to improve, as there is in any organisation, and that's what we're determined to achieve."
