Guernsey's Health Minister has rejected claims the island's health service is failing the less well off. Complaints have been made that people are waiting up to four months to see a consultant, but private appointments are more readily available.
Deputy Peter Roffey admits there may be a few exceptions but says, overall, the contract with the Medical Specialist Group has been successful.
He says the insurance scheme has eased the island's waiting list.
"Guernsey does have a two-tier health system. We have always had a two-tier health system, just like the UK and just about every other country," Mr Roffey said.
"What the insurance scheme brought in, the contract with the Medical Specialist Group, was a considerable easing of that situation by guaranteeing people will be seen, on a non-private basis, on an insured basis through the States, within eight weeks."
