Plans to double social security contributions for some residents have met with fierce opposition from the minister whose department handles them. The proposals have been published as Guernsey's States looks to fill the black hole created by changes to Corporation Tax in 2008.
Social Security Minister Mary Lowe says she is very disappointed at the plans which would see rises of up to 16%.
She says her department has not been consulted about the proposals.
Ms Lowe wants more time to be spent on considering a general sales tax as a way of addressing the problem.
Although higher earners would see the largest increases, Deputy Lowe believes the move would fail to protect low-earners who would see their payments go up by more than 16%.
Small businesses and the self-employed would also suffer under the changes, she said.
