There is mounting concern about the number of young people committing crimes in Jersey. The latest figures from the States of Jersey Police show the total number of crimes has fallen by more than 10% in the first six months of 2003.
However, they also show young people aged between 14 and 17 have committed more crime in the last six months than anyone in any other age group.
The head of Jersey's police force, Chief Inspector Graham Power, said more facilities are needed to deal with what he calls "hardcore" offenders.
Despite a decrease in some areas of crime, such as domestic burglary, the figures also show a 17% increase in the amount of car theft and other similar offences.
Chief Inspector Power said although some youngsters are dealt with at their parish hall and do not re-offend, a growing number are taking advantage of their age and persistently re-offending.
He said: "'You don't want to advocate a policy of locking up juvenile offenders who might just be going through a bad patch in their lives.
"But there's got to be a solution to protect honest people from those young offenders who are persistent in their criminal behaviour and cannot be deterred or contained by other means."
