CIA 'amnesty' dismays campaigner

Human and civil rights groups have expressed dismay after US President Obama said CIA agents who used harsh interrogation techniques on terrorism suspects during the Bush era would not be prosecuted.

Tom Porteous from Human Rights Watch said it was no defence that agents may have acted on orders from above.

He said accountability was essential in a functioning democracy.
