Making gang membership a crime is just one of the ideas to be discussed at a gun summit today. What will talking do? More surveillance of people who deal in guns will also be on the agenda at Downing Street. It follows the death of Billy Cox who was the last of three teens to be killed in London in two weeks. Since then ministers and police in London have agreed that they need to do more to stop gangs carrying guns. But what's the solution? | |||||
