Kevin Kelly, 37, thinks what matters most is how the families of those who died on 9/11 feel.

"If the victims feel it was the right decision, that's OK."

But he says no verdict could ever truly satisfy them.

"These people lost their loved ones. They're never going to put that to rest. It's part of history now."
