Human rights
Human rights issues have in the past been cited as an obstacle to Turkey's hopes of joining the EU. In 2004 the EU said much progress had been made. However, it warned that more needed to be done to end the torture of prisoners as well as discrimination and violence against women. It also called for more rights for minority groups.
