More than $4.6 billion has been pledged to the fund, established three years ago to distribute money given by governments and private donors.
But with reports of a shortfall earlier this year, and a total of $47 billion needed worldwide over the next four years to fight Aids, campaigners say governments are not donating nearly enough.
Dr Feachem delivered the keynote address at the BBC World Service Trust HIV conference on Monday 24 November, 2003, as part of a special BBC season in the run-up to World Aids Day on 1 Dec.
