Speed cameras are to be installed on a stretch of Black Country road where a teenager was clocked doing 116mph. James Green, from Netherton, was caught speeding on Thorns Road, Quarry Bank, near Dudley, last July.
He was sentenced to three months detention, which was later reduced to 100 hours community service, and given an 18-month driving ban.
Residents have staged many protests about the traffic and the council says cameras should be in place by December.
Graham Isherwood, the head of traffic and road safety at Dudley Metropolitan Borough Council, said measures had to be taken to force drivers to slow down in what is a built up area.
Green was one of 58 motorists caught speeding in Thorns Road during a week-long speed trap operation.
Seven other drivers were recorded travelling above 80mph in the 40mph zone.
