How different areas performed | | Success and struggle seem to be more entrenched than ever in the two local authorities at either end of this year's primary school tables. A league based on pupils' performances in their "Sats" tests is headed by Richmond upon Thames with the inner London borough of Hackney last. Both have held those places for five years in a row.
