Uganda is currently in the throws of a debate that is pitching commerce against nature. The national sugar company, SCOUL, has asked the government to degazette almost a third of the 30 thousand hectare Mabira National Forest Reserve, about 40kms outside Kampala, so it can be used for sugar plantation. President Museveni has already indicated that he approves of the change in use, but parliament has the final decision and is due to debate it. Sarah Grainger has been investigating the issue and talking to people representing both sides of the argument. She started by visiting the area in question and Steve Nsita of the National Forest Authority showed her around. |
