Preparations are underway in Ethiopia for the 14th summit of the African Union.

But the summit is also supposed to select a new rotating chairman as the Libyan leader, Colonel Muammar Gaddafi's term comes to an end - but it seems that he may be reluctant to give up the chairmanship.
