A report leaked to the BBC says that UN backed operations in the DR Congo have failed to quash Rwandese Hutu militia, which are still benefiting from the illegal trade of minerals.
The findings of this group of experts mandated to investigate violations of the arms embargo in the country will be discussed at the Security Council today.
The document also shows that operations against the rebels have exacerbated the humanitarian crisis in the eastern Congo.
