Disappointment for Nigeria's authorities - but good news for Niger Delta militants who want to fight on.
In the south-eastern Nigerian city of Warri, those attending yesterday's meeting of the Ijaw Youth Leaders Forum backed the decision by militant leader, Government Tompolo, not to lay down arms.
Some of his fellow leaders in MEND, the Movement for the Emancipation of the Niger Delta, have responded to the authorities' current offer of an amnesty.
After the Ijaw Youth meeting ended in Warri, Fred Dove spoke to our correspondent there, Abdullahi Kaura Abubakar.
