The political opposition in Niger may accuse him of mounting a coup, but the electoral commission has announced that President Tandja overwhelmingly won Tuesday's controversial referendum.

Like several other African leaders before him, President Tandja can now stay in power beyond the end of his second term.

So why do some leaders try to change the rules of the game to stay in office?

Weekend Network Africa's Fred Dove put this question to Andrew Mwenda, editor of Uganda's Independent magazine and Sipho Seepe, a South African analyst and ministerial adviser.
