In Nigeria, the amnesty offered last month by the government to militants in the oil-producing Niger Delta region, could be at risk if the state governors of the area carry out their threat not to support it.
The so-called South-South governors have said they will boycott the peace effort if the federal government fails to address some key issues - among them revising sections of the proposed Petroleum Industries Bill which they see as being unfavourable to them.
