If you run a business or if you work in a rural area of Wales, is it your right to have access to broadband - or is it a luxury?

Pledges by governments in Westminster and Cardiff Bay address the issue of rural "not-spots", places where broadband isn't available at the moment. But is enough being done, and should progress be happening more quickly?
