Welsh councils are always in the news - but rarely for postive reasons. Service failings and missed targets, spending cuts and council tax increases: they can all generate negative headlines.
This week's Eye on Wales goes behind those headlines to look at the business of providing a wide range of vital public services from housing and education to child protection and waste recycling - all on a tight budget.
It follows the chief executive of Merthyr Tydfil Borough Council, Alistair Neil, as he goes about the business of trying to meet public demand and government expectation without provoking a council tax revolt.
