French tennis chiefs want to speed up reforms to prevent top players from ducking out of major tournaments. The Paris Masters has suffered from high profile no-shows for the past few years and began this week wih five of the world's top six players missing.
The ATP Tour has already signalled its intent to start imposing bans on top players from missing key events.
But the French Tennis Federation said: "We consider decisions have to be taken without delay, from 2007."
The Federation (FFT) also said it wanted the Paris Masters, currently the last regular men's event of the season before the season-ending Masters Cup, to be staged earlier in the calendar.
"The FFT wishes the Paris Masters would be staged two weeks earlier in the international calendar and wants the top players to be forced to enter it," the statement read.
"We need the rules to be more strict and we need sanctions such as bans to punish withdrawals," it added.
World number one Roger Federer withdrew on Monday citing tiredness, while Rafael Nadal is injured and David Nalbandian has a stomach problem.
World number four Ivan Ljubicic and number six Andy Roddick pulled out earlier, having already qualified for the season-ending Masters Cup.
The ATP season-ending tournament, featuring the world's top eight players, begins in Shanghai on 12 November.
