Ryan Jones, rejected for the 2009 Lions, will continue as Wales captain for the summer tour to north America.
Eleven uncapped players are called up to the 32-man party, including Ospreys prop Craig Mitchell and Scarlets back rowers Rob McCusker and Josh Turnbull.
Cardiff Blues back-rower Sam Warburton also makes the trip, on which Ospreys coach Sean Holley is an assistant.
Jones' Ospreys team-mate Huw Bennett was not considered because of injury. He requires a shoulder operation.
There are recalls for Blues' Gloucester-bound fly-half Nicky Robinson, wing Chris Czekaj and hooker Gareth Williams in the squad to be coached by Wales caretaker Robin McBryde.
Wales play Canada in Toronto on 30 May before travelling to Chicago for a Test with the USA a week later.
Dragons back-rowers Lewis Evans and Dan Lydiate join fellow uncapped players Jonathan Spratt, Gareth Owen [Ospreys], Jonathan Davies [Scarlets], Richard Mustoe [Blues], and Jason Tovey [Dragons] in the squad.
However, the five Scarlets or four Newport Gwent Dragons will miss out as one of those regions faces a Heineken Cup qualification play-off game in Italy on 29 May, the eve of Wales' opening tour clash against Canada.
Gloucester number eight Gareth Delve is a surprise omission in a party that includes Cardiff Blues wing Tom James, Dragons lock Luke Charteris and his Blues rival Bradley Davies.
Gavin Henson is also left behind to rest after an injury-ravaged season while fellow Ospreys centre Andrew Bishop goes.
There is also a recall for Sale tight-head prop Eifion Lewis-Roberts at the expense of the Dragons' Scarlets-bound Rhys Thomas.
Although an initial squad of 32 was named, that will be trimmed to a total of 26. So it is possible that some players may still miss out.
McBryde said: "We have a duty to continue with the professionalism, dedication and ruthlessness this Wales squad has shown over the past two seasons on this tour.
"We have approached the task of selecting the right blend of youth and experience with great pride and with one eye on the future, but a clear focus on the task ahead.

"We are playing two Tests where the opposition will be gunning for us in their own back yard and we have to show the respect we have for this Wales jersey and put in two performances to make the nation proud.
"There is also a real opportunity here for some players to show us what they can do in this environment."
He added: "We also have the Wales captain on tour with us, some exciting talent and a wealth of experience in our back line and a number of players coming back to the international scene."
However, former Wales captain Eddie Butler believes skipper Ryan Jones will end up on the Lions tour.
"I don't think he's playing that well, but I don't think it matters," he told Scrum V.
"In a team game you go through runs of personal form and you come out of poor patches and become the player you are.
"Ryan is too good to leave behind [from the Lions tour]. He is simply a class act and he will be going to South Africa.
"I'm sure that he will end up in the Test team in South Africa."
Wales forwards coach Robin McBryde was appointed caretaker head coach for Wales' summer tour to North America in the wake of Warren Gatland's role as an assistant coach on the Lions tour.
