Wales' hopes of a Grand Slam ended on the outskirts of Paris as France maintained their perfect record.
The hosts scored an early try through Dalila Boukerma, but Wales battled back to reach the interval just 5-0 behind.
France captained Estelle Sartini kicked a penalty on the hour mark to stretch the lead and then converted Boukerma's second try five minutes from time.
Wales wing Louise Rickard equalled Gareth Llewellyn's Welsh cap record as she took her total to 92.
And there was a remarkable return to action for Non Evans less than 12 months after breaking her leg against France.
