Wales' regional sides are close to agreeing a wide-ranging deal with the Welsh Rugby Union over finance, player commitment and youth development.

The Ospreys, Scarlets and Blues have all agreed terms, but the Dragons are still holding out and are consequently having WRU money witheld.

Their concern is understood to centre on levels of Union funding, but both sides are hopeful of a quick solution.

The deal will be binding for five years with an option for a further five.

Scarlets chief executive Stuart Gallacher said the document reflected the spirit of co-operation and flexibility needed to ensure the national side would be successful.

He added that all the regions were happy to agree that all major rugby related issues, such as the appointment of regional coaches, would be "joint ventures" with the WRU.

"It is a far-ranging document. It's not like the old loyalty agreement which was four pages. This is 72 pages and it's been a bean-feast for the lawyers to be honest," Gallacher told BBC Wales Sport.

"It's an important document which binds the four regions to the WRU for 10 years. We had to make sure on our part we got it right, and the Union made sure it got exactly what it needed."

Meanwhile, Gallacher says he deeply regrets that children will no longer be allowed to go onto the Stradey Park pitch at half time during Scarlets home matches.

The decision was taken by safety officials from Carmarthenshire County Council, Dyfed Powys Police, Mid and West Wales Fire Brigade and the St John's Ambulance Brigade.

Gallacher said: "For as long as anyone can remember, week in week out, come rain or shine, the half time entertainment at Stradey Park has included watching the kids trying to emulate their heroes.

"I'm sure many of us will fondly remember those happy hours we spent out there during our younger days."
