Scarlets coach Gareth Jenkins will seek Welsh Rugby Union approval to play Wales squad members from the start of the Celtic League season. Wales fitness coach Andrew Hore wants a 10-week pre-season for the summer tour squad, ruling them out of the first three league games.
"You have to look at each case on its merit," Jenkins told BBC Sport Wales.
"Some players like Tal Selley went on tour as development players and hardly played any rugby."
Jenkins added: "Andrew Hore is absolutely correct in what he is talking about.
"Our international athletes must have time for a proper pre-season, but some players need isolation more than others. "Boys like Dwayne Peel have been away for two summers following last year's World Cup."
Hore wants Wales to adopt a model already put into place by Ireland, whose international stars will miss the first three weeks of the Celtic League.
He says that, without getting the framework in place, Mike Ruddock's team will be at a severe disadvantage come the next World Cup.
But Jenkins' plea for a flexible approach have been supported by the Ospreys.
''There needs to be more talking on these issues,'' Ospreys joint chief executive Mike Cuddy told the South Wales Evening Post.
''We don't want a situation where a region's season is decided by whether they can play their best players in certain games."
