The Dragons have completed the signing former South Africa captain Bobby Skinstad. The 27-year-old, whose contract with the Springboks has been terminated, has joined until the end of the season.
"There has definitely been a shift in power towards the northern hemisphere," Skinstad told BBC Wales Sport.
"I want to be where the best rugby in the world is being played. This is a fantastic opportunity for me to do just that."
Skinstad, who has won 34 caps for South Africa, said this could be the beginning of a long association with the Dragons.
"I'll be very interested at looking at it long term, especially with (backer) Tony Brown's commitment to the region," he added.
"With this kind of playing staff I think the team could go a long way."
Skinstad joins fellow former Springbok Percy Montgomery and South African-born Dragons captain Andy Marinos at Rodney Parade.
"I'm great friends with Percy Montgomery whose been playing great rugby here," he added. "They've given me raving reviews and said I'll enjoy it so I can't wait.
"I hope to make my debut in the next two weeks. It depends on my match fitness because O could improve a little bit since it's the middle of the off-season back in South Africa.
"But as soon as the guys are ready for me to play and there's a place for me, I'm up for it. I'm happy to fight for my place."
Injury prevented Skinstad from being considered for selection for the 2003 World Cup, but the flanker still harbours international ambitions. He last played for the Springboks in June, but then broke his elbow in a club game which ended his short term hopes of adding to his caps.
Although unavailable for the Dragons' remaining Heineken Cup pool matches, Skinstad will be eligible for the knock-out stages if they qualify.
The Dragons also had boost off the field as millionaire businessman Brown pledged his support until 2006.
He said: "It has been a difficult and well-documented transition period from last season's club-based set-up in Wales to the new regional concept, but I firmly believe we have turned the corner in Gwent.
"The old Newport die-hard fans are beginning to transfer their support and loyalty to the Dragons, and I hope the signing of Bobby Skinstad will give them something extra to shout about."
