 Moffett says the merger is the best option for Welsh rugby |
Welsh Rugby Union chief executive David Moffett believes the proposed merger between the Blues and Warriors would benefit Welsh rugby. "This team, if it would come about, would be extremely successful in the Celtic League and also in the Heineken Cup," Moffett told BBC Radio Wales.
"It would lead to success for the Welsh national team, that's what we're about.
"We're trying to create a better system because what we had before wasn't working."
The proposed amalgamation of two of Wales' newly formed regional rugby sides will be put before the WRU board for approval on Friday.
Moffett has always favoured having four professional teams in Wales ever since the concept of regional rugby was born.
But he rejected accusations that a merger plan halfway through the first season of regional rugby represents a major failure for the new order.
"The Zurich Premiership is currently on a high," Moffett added. "It took them 13 years to get there.
"We're barely been going at this for 13 weeks and unfortunately people are saying it's never going to work.
"We don't come from that mould. We put in place something we think is sustainable, then we're going to build it - and it will build.
"For the sake of global rugby, it needs to be successful."
European issue
The proposed plan, however, could be complicated by European club rugby rulers.
European Rugby Cup says at least one Welsh side will have to compete in the second tier Parker Pen Challenge Cup next season regardless of any merger.
ERC made a special case for Wales this season following the introduction of regional rugby and all five Welsh sides are playing in the top level Heineken Cup.
That is due to change next season with the bottom-placed Welsh team in the Celtic League entering the Parker Pen tournament.
Welsh chiefs had hoped to field four teams in the Heineken Cup, but if the merger goes ahead Wales could be forced to enter just three teams in the top competition as the fourth is required for the Parker Pen.
The merger plan will be discussed at an ERC board meeting after the sixth round of Heineken Cup Pool fixtures, which end on 1 February.
